Owners of large apartments and houses will have to loosen their wallets: what tax needs to be paid in 2025.


Taxes on large apartments and houses in 2024 and 2025. Property owners whose property exceeds the established area norms are required to pay a tax on excess square meters. Apartments larger than 60 sq. m, houses larger than 120 sq. m, and combinations of different types of housing with a total area of more than 180 sq. m are subject to tax.
Depending on local authorities, the tax rate cannot exceed 1.5% of the minimum wage for each square meter over the norm. In 2024, the minimum wage was 7100 UAH, so the maximum tax rate was 106.5 UAH per square meter. In 2025, due to the increase in the minimum wage to 8000 UAH, the maximum tax rate rose to 120 UAH per square meter.
In 2025, Ukrainians will have to pay tax for the reporting year 2024. The tax service will send recommended letters with the calculation of the property tax to all Ukrainians whose apartments and houses exceed the established area norms. These letters will need to be personally received at the post office after receiving a notification. The deadline for receiving these letters is July 1.
If the tax is not paid within 60 days, a fine will be imposed on the taxpayers. However, property owners in areas of active hostilities or occupied territories are exempt from this tax and fines.
Additionally, there is a fixed tax of 25,000 UAH, which is paid annually by owners of particularly large properties: apartments larger than 200 sq. m and houses larger than 600 sq. m. Owners of residential properties that do not exceed the established area norms, as well as owners whose properties are located in occupied territories or are damaged or in areas of active hostilities, are exempt from this tax.
There are also property objects for which no tax needs to be paid, including family-type children's homes, housing belonging to orphans, children deprived of parental care, and children with disabilities raised by single mothers or fathers, but no more than one such property per child, residential property owned by public associations of persons with disabilities and their enterprises, objects of residential real estate owned by large or foster families raising five or more children, etc.
