Ukrainians are guaranteed social assistance instead of a pension — what are the conditions.


The Pension Fund of Ukraine (PFU) has announced guaranteed social assistance for those who are not entitled to a pension and for persons with disabilities. Statements regarding this have been made by specialists who explained when and how to receive such assistance in 2025.
This is stated in the press center of the PFU on Facebook.
The Pension Fund explained that citizens who are not entitled to a pension and persons with disabilities can receive state support in the form of social assistance. This assistance is provided in accordance with the law 'On state social assistance to persons not entitled to a pension and to persons with disabilities' and the procedure approved by Government Resolution No. 261.
Social assistance can be received by the following categories of persons:
- citizens of Ukraine who reside permanently in the country;
- foreign citizens and stateless persons who have relocated to Ukraine for permanent residence;
- refugees or citizens who need additional protection;
- citizens of Poland who are legally in Ukraine.
How to apply for social assistance
Individuals who meet the above criteria can submit an application for social assistance to:
- the social center of the Pension Fund, the center for providing administrative services, or the local self-government body;
- any branch of Ukrposhta.
Assistance can also be received remotely by submitting an application and necessary documents through:
- the state portal Diia or the Pension Fund's electronic services portal;
- the Pension Fund's mobile application.

- passport;
- identification code;
- birth certificate (for children);
- documents confirming guardianship or representation (if necessary);
- income declaration (if necessary);
- documents confirming familial connections with the deceased breadwinner;
- certificate from the educational institution (for children);
- power of attorney (for representatives).

In 2025, the Pension Fund of Ukraine provides social assistance to those who are not entitled to a pension and to individuals with disabilities. State support can be received by various categories of citizens located in the territory of Ukraine. To apply for social assistance, it is necessary to have a certain set of documents and to contact the relevant authorities through central or remote communication channels.
