Note for pensioners: when a bank account can be blocked.


Journalist Serhiy Korobkin reported that the bank accounts of pensioners and other Ukrainian citizens could be arrested. He noted that this blocking could affect all categories of the population, not just pensioners.
In general, by court decision, all citizens can have their bank accounts blocked or recover funds, for example, for utility debts, - noted Korobkin.
The expert explained that martial law provides for a ban on deductions from pensions and scholarships. However, there are exceptions where part of the funds can be withheld even from a pensioner.
In April 2023, the moratorium on collection, which prohibited arresting accounts with an amount less than 100,000 UAH, was lifted. Since then, mass blocking of cards has begun.
Korobkin emphasized: “According to the law on enforcement proceedings for the period of peacetime, special rules for imposing deductions on pensions are established. From payments, funds can be forcibly collected in an amount not exceeding 20% of the monthly pension size.”
For partial unblocking of the account, you can contact the executor who imposed the arrest with the relevant application. Within two days, the executor must lift the arrest on an amount up to 14,200 UAH from one account.
The journalist stressed that during the martial law period, enforcement proceedings for deductions from pensions are suspended. Exceptions are three situations: alimony collection, compensation for damage due to injury or death due to a criminal offense, and if the debtor is a citizen of the Russian Federation.
“If you acknowledge this debt and are able to repay it, you need to do so. If you do not acknowledge it, you can try to challenge such debt in court,” Korobkin advised.
