Mobilization in Ukraine: who cannot be conscripted into the army in 2025.


Ukraine has declared general mobilization, but not all citizens are subject to conscription for military service. According to the legislation, there are restrictions for certain categories of individuals.
Mobilization does not apply to individuals aged 18 to 25, except for those who have completed military training, served in the army, or voluntarily participated in military service. Additionally, men who have turned 60 are not subject to mobilization.
According to the legislation, men aged 25 to 60 are considered fit for service. These individuals may receive deferments in cases where they work in important enterprises, have health issues, or family circumstances that hinder service.
Additionally, the possibilities of involving 18-year-olds in the army based on an 'honest contract' with financial incentives and training guarantees were discussed. However, the head of state emphasized that he does not support lowering the mobilization age to 18, as he believes that the main goal is to provide the army with weapons, not youth.
Let us remind you that President Volodymyr Zelensky signed laws extending martial law and general mobilization in Ukraine from February 8, 2025, to May 9, 2025.
