Ukraine continues to increase the pace of customs clearance of goods under the common transit procedure with 35 countries (NCTS). In the first quarter of 2025, the State Customs Service issued 25.8 thousand transit declarations, which is more than 2 thousand more than in the previous quarter. According to the Ministry of Finance, this is the largest number of declarations per quarter since Ukraine joined the Convention on the common transit procedure.
In particular, in the countries participating in the Convention on the common transit procedure, more than 18.5 thousand movements initiated by Ukrainian customs authorities (as the customs of departure) have been successfully completed.

At the same Time, 7.3 thousand movements initiated in other countries participating in the Convention (as the customs of destination) have been successfully completed in Ukraine, which is 1.4 times more than in the previous period. Since the beginning of the international application of the common transit procedure on October 1, 2022, the State Customs Service has issued more than 162 thousand declarations, of which 125.7 thousand - as the customs of departure and 36.3 thousand - as the customs of destination. These results indicate that Ukrainian exporters and importers are actively using the common transit procedure. Regarding the provision of guarantees during the common transit procedure, in the first quarter of 2025, 16 general guarantees (97 valid as of early April 2025) and 3,556 individual guarantees (9,217 valid as of the beginning of April this year) were registered in the NCTS guarantee management system. Analysis: Ukraine shows positive dynamics in increasing the pace of customs clearance of goods under the common transit procedure with 35 countries. Compared to the previous quarter, the number of issued declarations increased by more than 2 thousand. This indicates a growth in international trade volumes and the interest of Ukrainian exporters and importers in using common transit. It is also worth noting that Ukraine has successfully completed a larger number of movements initiated in countries participating in the Convention on the common transit procedure, which indicates a high level of organization and operation of customs. Overall, the common transit procedure is becoming increasingly popular among Ukrainian enterprises, and the NCTS guarantee management system also ensures the reliability and effectiveness of conducting transit operations.
