Fictitious military exemptions in Odesa - military condemn the schemes of officials.

In the 122nd Odesa Territorial Defense Brigade, the heads of Housing and Communal Services have been condemned, suspected of fictitiously employing men to obtain military exemptions from mobilization. The military called their actions a blow to the country's defense capability.

This was stated by the serviceman of the Armed Forces of Ukraine, Arsen Cymbaliuk, in a video address.

Arsen Cymbaliuk called the actions of the officials of the Odesa City Hall a blow to the country's defense capability. This concerns a criminal case regarding a scheme in which the organizers fictitiously employed men in municipal enterprises for obtaining exemptions.

'While real defenders from the 122nd Territorial Defense Brigade are fighting on the front line, in Odesa, the mayor's subordinates are trading with dead souls. This is not just sabotage — this is a vile blow to the country's defense capability', said the serviceman of the Armed Forces of Ukraine, Arsen Cymbaliuk.

The case of officials

The acting director and head of the personnel department of the 'Porto-Franківський' Housing and Communal Services in 2024–2025, according to the investigation, unlawfully employed and reserved 14 individuals. These employees did not carry out any work duties and were formally employed only for the purpose of obtaining deferments from mobilization.

Furthermore, according to the investigation, officials of the 'Porto-Franківський' and 'Fontansky' Housing and Communal Services established a mechanism for misappropriating budget funds intended for salaries and additional payments. More than 50 employees were fictitiously registered for this purpose.

The suspects have been informed of suspicions on part 4 of article 191, part 5 of article 426-1, part 1 of article 114-1 of the Criminal Code of Ukraine (interference with the lawful activities of the Armed Forces of Ukraine, embezzlement of budget funds, and abuse of office). They face up to 8 years in prison.
